Josh Leake’s
Priorities for a Safer,
More Affordable,
More Responsive District 4
“Portland needs a city government that delivers: safe public spaces, attainable housing, reliable basic services, and a council that listens and follows through.”
Josh Leake, Candidate
Portland City Councilor, District 4

Safe Streets & Compassionate Support
1
Address property crime and public disorder with effective enforcement, while fast-tracking mental-health treatment, addiction treatment, and Portland Street Response. Public spaces must remain safe, clean, and accessible to everyone—and help must reach people who need it.
More Housing & Less Red Tape
As a loan officer, I have firsthand knowledge of the barriers that make housing harder and more expensive to build, improve, and finance. I will streamline unnecessary permitting delays, expand accessible housing, and bring public, private, and federal resources together to increase housing supply—while protecting longtime residents from displacement.
2
Reliable City Services & Safer Transportation
3
Portlanders deserve prompt responses to potholes, graffiti, broken streetlights, and overflowing trash on our sidewalks. I will press for safer streets, better pedestrian and bicycle route maintenance, reliable transit, improved TriMet service and security, and fully staffed 911 operations.
A Stronger Local Culture, Community & Economy
4
Support small businesses, creative and technology industries, workforce development, neighborhood commercial districts, and a vibrant downtown. I will pursue faster permitting, safer business corridors, incentives to support existing storefronts in our district, but also attract new business with additional programs beyond the Mayor’s recent $800k incentive program.
Accountable, Accessible Leadership
5
Set measurable goals, make budgeting more transparent, and provide regular public progress reports. I will maintain an open door for District 4 residents, work collaboratively with the other councilors and City Administrator, Mayor Wilson, State, County and Federal Representatives and focus on results rather than gridlock.
Protecting
District 4’s
Future
“I will also advance climate and extreme-weather preparedness, safer schools and family routes, stronger parks and recreation, and seismic protections for the Willamette River Critical Energy Infrastructure Hub.”

The Bottom Line
Vote Josh Leake for Portland City Councilor, District 4
District 4 deserves leadership that is practical, compassionate, and accountable. I will work to make Portland safer, more affordable, better maintained, and more responsive to the people who live here.
A Platform That Grows
I'm a curious person, and I don't think a platform should be set in stone. I see mine like a tree—rooted in clear values, but growing new branches as I learn from residents. If you have an idea, a concern, or a better way to do something, I want to hear it. Portland's next councilor should be listening after the election, not just before it.
